Use separate dimensions
A miner may be trained on an excavator but not on a new site's hazard profile. Track miner, site, task or equipment, training type, completion date, instructor and evidence reference. An assignment flag is not a completion certificate.
Review at dispatch
Before assigning a person to a unit, check both site authorization and task-specific evidence. Keep incomplete or unverified cells visibly distinct from completed certified records.
In practice
One operator's haul-truck certificate and two site awareness records should remain three traceable records.
