Choose the denominator
Utilization can mean operating hours divided by scheduled hours or available hours, depending on the team's definition. Label the denominator, breaks and planned maintenance so comparisons are fair.
Investigate the cause
A low percentage is a prompt to inspect truck availability, material conditions and delays. It is not by itself evidence that an operator underperformed.
In practice
A machine running 8 of 10 scheduled hours has 80% scheduled-time utilization; the two lost hours need a reason.
