Sequence matters
Part 46 sets initial instruction that must be completed before work begins, additional instruction after starting, and a total of 24 hours within the applicable period. Do not reduce the requirement to a single orientation checkbox.
Show the record trail
Keep the training plan, subject, duration, date, instructor and certification together. A later annual refresher does not retroactively prove the initial training happened.
In practice
An onboarding view can show required-before-work instruction, remaining hours, deadlines and the underlying certificates as separate items.
